My flat-faced puppy snores. Is that normal?

The short answer

It's common, but it isn't normal. In flat-faced breeds like French Bulldogs, Pugs and Bulldogs, noisy breathing is the sound of air squeezing through a tight airway. Many live with a mild version just fine, but ask your vet to check his airway, and be extra careful in the heat.

Why it happens

A short face holds the same soft tissue as a long one, so the airway gets squeezed. The noise is air pushing through that tight spot, and heat makes it harder.
